Hassan’s background includes four years of substantial experience providing litigation legal services gained during his tenure at the highly regarded regional firm MTA Solicitors LLP, based in London and Manchester, United Kingdom.
Following his move to Pakistan, co-founded and became the Partner of Hassan, Sharafat & Umer Advocates and Corporate Counsels.
Hassan had brought his rich experience to the firm thereby adding value to its established line of customers. His areas of speciality include but not limited to constitutional law, commercial law, corporate law and regulatory matters arising out of oil, gas and power sector. In a very short period, he had been involved in advising and acting for some of the major corporate entities both national and multinational, statutory bodies, federal and provincial ministries, NGOs and INGOs. Many of his corporate clients are dependent on his advice regarding complex contractual and regulatory disputes and how best to resolve them without being dragged into the courts of law.
In appreciation of his outstanding legal acumen and capabilities, the Prime Minister of Pakistan had appointed him as a Legislative Advisor at the Ministry of Law and Justice. He is primarily responsible for advising the Federal Government on complex issues arising out energy sector. Currently, he is actively requested to impart opinions and offer assistance to the SIFC, Cabinet Committee on Energy and Petroleum Division in major pipeline projects, namely Iran Pakistan Gas Pipeline, TAPI Gas Pipeline and Pakistan Stream Gas Pipeline (formerly North South Gas Pipeline) projects.
Served as a focal person and active member of Law Reform Committee constituted by the government, making immense contributions to the drafting and finalization of landmark legislations. Key Laws and amendments contributed to (2020 – 2025):
Energy Sector: Off the Grid (Captive Power Plants) Levy Act, 2025.
Justice Administration: Supreme Court (Practice and Procedure) Act, 2023; Legal Aid and Justice Authority Act, 2020.
Economic/Commercial: Inter-Governmental Commercial Transactions Act, 2022; COVID-19 (Prevention of Smuggling/Hoarding) Ordinances, 2020.
Criminal/Procedural Reform: Contributed to drafting over 100 amendments in the Code of
Criminal Procedure, 1898, the Pakistan Penal Code, 1860, and the Qanun-e-Shahadat, 1984.
Social Justice: Enforcement of Women’s Property Rights Act, 2020; The Anti-Rape (Investigation & Trial) Act, 2021.
Other Key Acts: Mutual Legal Assistance (Criminal Matters) Act, 2020; Letters of Administration and Succession Certificates Act, 2020; The Protection of Parents Ordinance, 2021; The Public Properties (Removal of Encroachment) Ordinance, 2021.
On behalf of the Ministry of Law and Justice, Hassan is routinely instructed to negotiate Bilateral Investment Treaties with foreign governments.
He regularly attends Standing and other Committees of the Parliament in order to defend government introduced legislation and to provide assistance on questions of law to members of the Parliament arising out of any issues being deliberated before Parliamentary Committees.
Hassan is admired by members of Parliament for his sound understanding of the law and is regularly consulted for his unique ability to simplify complex legal issues before the Parliamentary Committees.
He is officially nominated member of the following Federal Government’s Committees:
- Committee on State-Owned Enterprises to look into matters relating to determination of legal status of Federal Government entities in terms of applicability of the State-Owned Enterprises (Governance and Operations) Act, 2023;
- Management Committee of Jammu & Kashmir State Property in Pakistan.
